Why San Ramon Voter Records Stay Restricted
California voter records are not casual public data. Government Code section 7924.000 makes a voter's home address, telephone number, email address, precinct number, specified registration numbers, and prior registration information confidential, except through the access allowed by Elections Code section 2194. The voter-file process is therefore different from an ordinary public-records request. General California records-law procedure is covered with San Ramon public records access, while election data follows its own statutes and regulations.
Confidential by law. Driver license and state ID numbers, SSN4, unique identifiers, signatures, confidential-voter records, and preregistration records for minors are excluded under Elections Code sections 2194 and 2166 et seq.
This is the key distinction: an authorized recipient may receive approved voter data, voting history, or district data, but the file still omits protected identifiers. Access does not turn confidential fields into unrestricted public information.

Date of birth is used to identify a voter in a specific-record request, but that does not make a full birth date open for general exposure. Voting history is also easy to misread. It records participation, not how the person marked a ballot.
Contra Costa Voter File Route
Contra Costa Elections is the local custodian for county-specific files and San Ramon registration problems. The Registrar of Voters operates within the Clerk-Recorder-Elections office at 555 Escobar Street in Martinez. Call (925) 335-7800, use TTY 711, or visit Monday through Friday from 8 a.m. to 5 p.m. The office handles local status issues, district questions, vote-center and ballot matters, and county voter-data orders.
The Contra Costa voter information request page accepts requests at data.map@vote.cccounty.us or in person. Orders are handled in received order. San Ramon Voter File Eligibility
Authorized access is purpose-based. The Secretary of State accepts applications from candidates for federal, state, or local office; committees supporting or opposing qualifying initiatives or referenda; people using the data for election, scholarly, journalistic, or political purposes; and people using it for governmental purposes as determined by the Secretary of State. Applicants must explain the purpose in detail.
The request form also asks about any beneficiary or vendor, the data sought, and how it will be secured. Applicants certify their use and security duties. Approval for one stated purpose does not allow later sharing, resale, marketing, harassment, or a different use.
Use is limited. Elections Code section 18109 makes violations a misdemeanor subject to significant fines. Unapproved transfer, commercial or advertising use, harassment, and unsecured publication are prohibited.
Get San Ramon Voter Registration Files
The California voter-file request page links to the application for statewide, county, district, and specific-voter records. File charges are $15 per thousand records up to $100, and a statewide file costs $100. Specific-voter requests cost $30 each, up to a $100 maximum, and are capped at 10 voters per application. Each specific request needs the person's full name, date of birth, county of residence, and residence address. County file fees vary.
- Complete every contact, request-type, purpose, beneficiary, and data field on the official voter-file application.
- Attach a clear copy of a current driver license or state ID. Sign the certification covering authorized purpose and data security.
- Mail or hand-deliver the form and fee to the Secretary of State, 1500 11th Street, 5th Floor, Sacramento, CA 95814. Email and fax are not accepted.
- Allow 7 to 14 business days for review after receipt. Approval is not automatic merely because the form was submitted.
Approved statewide, county, and district orders arrive on encrypted DVD as tab-delimited plain-text files for voter data, voting history, and district information. A specific-voter response is delivered through an encrypted WinZip email attachment. These formats require safe storage, limited access, and disposal consistent with the signed certification.
Safe at Home Registration
Safe at Home is California's confidential address program for people whose safety may be threatened by address disclosure. It is a safety program, not a general way to remove ordinary public accountability. Records protected under Elections Code sections 2166, 2166.5, 2166.7, and 2166.8 are left out of released voter files.
The California Online Voter Registration service warns enrolled Safe at Home participants not to use its online form to register or re-register. Participants should follow program instructions or call (877) 322-5227. That separate path protects the substitute-address process from being undermined by an ordinary online filing.
Note: A protected voter should use Safe at Home instructions before entering an address into any online registration service.
San Ramon Voter Status Changes
A registration can become inactive or cancelled through official list-maintenance work, not through an informal third-party edit. VoteCal and county election officials use voter requests, death records, DMV updates, address-confirmation mail, court information, residency procedures, and out-of-state registration notices. Elections Code section 2201 lists cancellation grounds and requires notice before certain cancellations.
Elections Code section 2225 covers address-confirmation notices tied to postal change-of-address information. An out-of-state response or a notice returned without forwarding can affect status. Because the facts are record-specific, verify the current result in My Voter Status or with Contra Costa Elections. The office can explain the correction or re-registration route without exposing another person's confidential voter registration data.
Historic San Ramon Voter Rolls
Historical election research uses different channels. The Contra Costa historical election database covers results, vote totals, ballot questions, party enrollment, registration, and turnout statistics from 1997 through 2025. It provides election-level context, not a current browse-all-voters file.
For genealogy, California Great Registers from 1848 through 1921 preserve county clerk voting registers for most counties, with coverage that varies by place and year. San Ramon did not incorporate until 1983, so an older resident may appear under Contra Costa County, San Ramon Valley, a ranch name, or another local place label rather than the modern city name.
No public online release of individual San Ramon poll books was confirmed. Ask Contra Costa Elections, the Contra Costa Historical Society History Center, or the California State Archives about preserved registers and poll books. Search both San Ramon and older valley or county terms.
